Key Infrastructure Requirements for Retro-commissioning (RCx)

Event Description:

Recently in Oct 2021, the Environment Bureau published “Hong Kong’s Climate Action Plan 2050” which set target to reduce commercial building electricity consumption by 15-20% by 2035 compared with the 2015 level and a further reduction by 20-30% by 2050. With this ambitious vision, the whole community have to further endeavour to achieve energy conservation with concrete supporting measures.

Retro-commissioning (RCx) is a cost-effective and systematic process to periodically check the energy efficiency performance of existing buildings. Electrical and Mechanical Services Department (EMSD) has been actively pursuing the cost-effective program of “RCx” since 2017, to encourage energy conservation works in existing buildings. 

EMSD launched the “Technical Guidelines on Retro-commissioning” in 2018 and implemented 7 year RCx programme covering more than 200 major government buildings since 2019.  Moreover, EMSD led and co-organized with different stakeholders in Hong Kong, Macau, the Greater Bay Area and other Mainland cities to promote the development and application of retro-commissioning (RCx) of buildings in the Greater Bay Area.

This sharing session will introduce different technical approaches and share the latest development of RCx. From design point of view, what kind of facilitates or provisions should be allowed in the new building design in order to achieve best possible building energy performance.
